[xmlroff] How you can help

I have added a "Getting Involved with xmlroff" page to the Trac at:

   http://xmlroff.org/wiki/GettingInvolved

I've also added a few enhancement tickets that don't require C
knowledge and removed myself as the default owner of all new tickets.

The GettingInvolved page has links that search the tickets for 'Perl'
and 'XSLT' to make it easy for people to see where their skills can be
put to use.
