[xmlroff] Ticket changes require login

I'm sorry to have to say that the Trac has already been spammed
through allowing anonymous submitting of tickets.

I was expecting it, but I wasn't expecting it so soon.

I have disabled all anonymous changes for now, and I'm looking at ways
to delete the spam and to re-enable letting casual users (but not
spambots) submit tickets.

In the meantime, if you want a login so you can submit tickets or
modify wiki pages, just ask me.
