[xmlroff] xmlroff 0.5.0 progress

The progress (or otherwise) of any xmlroff release can be seen at the
"Roadmap" page at http://xmlroff.org/roadmap.

>From there, you can currently get to the xmlroff 0.5.0 milestone page
at http://xmlroff.org/milestone/xmlroff%200.5.0, where you can play
around with different views of the status of tickets assigned to the
milestone.

The bottom line is that I have made the user-visible changes,
including removing dependencies on popt (thanks to Satoru SATOH) and
PangoXSL.

I propose to defer the restructuring of the source code directories
(http://xmlroff.org/ticket/2) to xmlroff 0.5.1 and release 0.5.0 today
or tomorrow.

I would appreciate it if someone could verify that the current code in
Subversion works for them.
