[xmlroff] Debian package in unstable

That's good, I expect.  Though I can't say that I understand the Debian
process.

I was considering that I was going to have to look into doing
Debian-style packaging, but it's much better if someone who has an
interest in it does it.

I am subscribing to the Debian package, and we'll see if there's
anything that can be done to make life easier for the package
maintainers.
