[xmlroff] Non-dot-using locales ticket

Seems xsltproc sticks to internal use/handling of the English decimal
separator:

<fo:block font-size="20.736pt">Scanning</fo:block>

Which seems to correspond to the ,736pt result I get with using xmlroff.
Except with xmlroff it uses my LC_NUMERIC (nl_NL) whereas I suspect xsltproc
to ignore this.
