So it's an xmlroff bug.  It's not the answer I'd prefer, but at least
it's an answer.

I have some paying work that I need to do, then I expect to be able to
get to it, but since it works for me but not for you, there'll be things
that I'll have to ask you to test.

I will enable owner notifications on ticket changes in the Trac so we
don't need to take up more of everybody's time with this and so the
record is in the ticket.
