I think xsltproc sets locale to C internally, I'll check it out.

No worries, I'm a bit spread between various open source projects, so I can
test, but I cannot make guarantees about hacking right now.

You could also enable always_notify_reporter, since I am the reporter I will
receive any update to the ticket (yes, I help out on the Trac project ;)).
