[xmlroff] Getting ready for xmlroff 0.5.2

I am nearly ready to release xmlroff 0.5.2 (and xmlroff-testing 0.5.2).

It/they could be released on schedule tomorrow except (a) I have some
paying work to do, and (b) I want to fix #75, "Table processing should
fallback to 'fixed' table layout", since it would stop a lot of aborted
runs.

I have taken #50 off the milestone (or vice-versa), since I won't get to
it soon even though it is trivial.

The other open tickets for xmlroff 0.5.2 are #64, which just needs to be
written up in the README to be finished, and #67, which I have partially
working already.
