[xmlroff] Compiling xmlroff on Windows?

I was told secondhand this week of someone who tried but failed to
compile xmlroff on Windows.

I'm not currently set up to compile xmlroff on Windows, but the one time
that I tried it, it compiled okay and the executable ran blazingly fast,
but it also ignored its input and produced no output.

How have people gone about compiling xmlroff on Windows?

Are there any tricks involved?

Are there any instructions that could be added to the INSTALL file or
the Trac to help other people to compile it on Windows?

Is there anything in configure.ac or any Makefile.am that could be
changed or added to make it easier to compile on Windows?
