[xmlroff] Compiling xmlroff on Windows?

FYI, I have been able to successfully compile and use xmlroff 0.5.1 on
Windows XP using MinGW/MSYS. Installing all dependencies is a bit
longer compared to Debian... :-) but hey, after two days, I got it
working...

I'll have a look at 0.5.2 this week-end...
