[xmlroff] Compiling xmlroff on Windows?

Hmm... yes and no. They both provide a GNU toolset on Windows and
MinGW was originally a fork of Cygwin. But MinGW produces native
Windows applications while, in most case, applications built with
Cygwin requires a runtime as it provides a POSIX layer upon Windows.
To be quite frank, I'm no expert: it's the first time I'm building
something with MinGW... :-) I used Cygwin for years, but mainly as a
(real) shell on Windows... In the meantime, I heard about other
developers' experiences with MinGW: PostgreSQL, Xming, and lately,
Python extensions. So, when I decided to have a look at xmlroff, I
choose MinGW.

One more thing that made me choose MinGW over Cygwin is its ability to
cross-compile Win32 applications from Debian, which I use a lot.
