[xmlroff] svn access over http(s)?

AFAICT [1], those settings are only useful for "HTTP-based Subversion
requests", which I take to be for servers that are ordinarily accessible
with http: URLs, and not for svn: URLs.

The word from Patric Stout of ISeeR, the xmlroff.org webhost, is that
access over http: is not possible.
