[xmlroff] libgtk2.0-dev or libgdk-pixbuf-dev or ...?

Incastrix asked yesterday on IRC about which library is required for
getting GdkPixBuf.

The wiki [1] says:

   libgtk2.0-dev (not libgdk-pixbuf-dev)

but 'configure.ac' says:

   GDKPIXBUF_PACKAGES=gdk-pixbuf-2.0
   GDKPIXBUF_REQUIRED_VERSION=2.2

The advice on the website came from trying to do the minimum to build
xmlroff on Ubuntu 7.10.

On Ubuntu 6.10, the libgtk2.0-dev package includes this file:

   /usr/lib/pkgconfig/gdk-pixbuf-2.0.pc

so, on Ubuntu at least, 'configure' will work okay if libgtk2.0-dev is
installed.

Are there any systems in use for which that is not correct?
