[xmlroff] Limping towards xmlroff 0.6.0

I am making slow progress towards xmlroff 0.6.0.

As I see it, the most important thing in xmlroff 0.6.0 (after the
license, that is) is the version API in libfo/libfo-version.h.

It is still incomplete, since it doesn't satisfy all of #123, but it's
important that it's right, since it would defeat the purpose of a
version API if we had to change the version API in a later version.
