[xmlroff] Cairo and SVG?

Lighter is a relative term, though you might expect xmlroff to startup
more quickly.
Lode leroy provided a patch in #113, and just last week I was looking at
the RSVG manual [1] with a mind to add SVG graphic support for both
backends.
I haven't got as far as articulating what I want to do for the next
release, but it does seem like it would be a good time to finally add
SVG graphic support.
